Is the Birmingham accent known for going upwards at the end of the sentence and if yes, is it the only English one that does it?

Another feature of a Birmingham accent is that the letter "a" - as in "save" - tends to be pronounced as a long "i" sound ; so that "save" comes out as "sive",rhyming with "dive"
