What was the best way you learned a language

I use to speak quite a bit of Spanish. But I haven’t had anyone to talk fluently to. Now that I’m mostly in Spanish/English speaking cities I find it really needed. How did you learn your 2nd language.

I live in a country where French is supposed to be the second language, but was given scant teaching. I imagine, it takes discipline, a little want, and I hear it helps if you train yourself if there are things you want expressed, say them in the language you are learning.
