What is the best tool/platform/program to use for building websites from scratch? [I Design Websites]

What is the best platform/program to use to build a website from scratch nowadays? I'm helping a friend make one. I made one YEARS ago in class, but so much has changed. Any advice? Books or other sites to check out?

Wix, Canva , Squarespace, or Wordpress. I know you said she doesn't like WordPress or wix. I'm building my own website as well from scratch. I thought Wix was going to be good, but no. It's changed, and there's too many glitches that would make you want to pull your hair out. And if she doesn't know HTML, etc, she would be better to make her page on Facebook, which is what I'm doing.
