Registering a Domain name, Hosting a website and Developing a website are all three different things, and you can use the services of different people for each thing.
First you need to select a domain name for yourself, like mydomainname.com. The domain name should be available, means it should not be already registered by someone else. You can check that and register on godaddy.com You will need to pay yearly to the registrar just to keep the name registered with you, even if you don't create a website.
Next you need to develop and host your website. For development you can take service of any professional like me(just kidding, I don't have time for that). Or you can try developing by yourself.
Hosting is where all the data and code of your website is kept. You have to configure under DNS zone settings of your domain (with your registrar) the address of your website host(say for example, hostgator.com).
You can take, all the services from one service provider also like, GoDaddy.
