Is it possible for Twitter to delete a hacked account if you dont have access to the email associated with the account?

I no longer have access to the email associated. The person who hacked is posting nothing but spam. Is there anyway they can delete the account at least? There is ZERO way I can access the email I signed up that account with. And the hacker is going to post nothing but spam.
