Any big brains out there know of a universal way to measure time?

Like let’s say we’ve made contact with an alien race and have figured out communications. We want to tell them a thing will happen at a specific time, but they have a different means of measurement that we can’t understand. Is there a universal constant way to measure time that doesn’t assume a standard planetary rotation, or the reactions of a specific atom to specific conditions? A constant regardless of environmental conditions that with the basic equipment of a reasonably techno-savvy civilization could easily be measured

*edit* Could the hydrogen line frequency be used as constance reference point perhaps?

We just correlate our time measurement with theirs. I sec. to us may calculate out to 0.0078 bleams for instance.

@Nitedoc Yes, that would be a simple way to do that between just a few planets, but I’m looking for something universal that can be independently calculated regardless of local variations like orbital speed or gravitational pull. Something you could use to coordinate an empire of hundreds of planets with. I was hoping for something better than forcing all subordinate worlds to adopt the time system of the home world.

@Zaphod42 I think you are talking about a universal constant measurement of time. What we know about time and space here on earth will likely be different on other planets. Time may not be linear as Einstein theorized, further complicating finding a constant. Our little galaxy is just one of billions. Maybe someday we will find that a civilization out there in the vast cosmos already has established a universal constant measure of time.

@Nitedoc Yes, a universal constant is exactly what I’m looking for, lol. I know it’s just conjecture and hypothesis, but I’m just hoping someone can point me in likely directions. The alien empire is, in earth years, 1.32 million years old and is almost certain to have physics a little more figured out than we do, lol
