I think the notion behind it is discrimination/exclusion in negative ways creates all these problems for groups of people. so they're trying to use discrimination/exclusion in a positive way. which kinda seems like backward thinking to me, but sometimes backwards is needed for a while, I suppose.

Roses have thorns - rose thorns don't have caustion - they have bloody sharp edges - for good reason. They are both beauty and danger in one.
If you want a rose garden - you garden with respect to those thorns.
