Talk to current tenants. Ask about the maintenance and rule enforcement. Where I live it is a joke.

Buying or renting? If you are buying be sure to review the strata meeting notes. They sometimes reveal upcoming major events, like repairs to the roof or balconies, or major plumbing issues. Special assessments can be 10k or more.

@Mordechai Apartment prices there look similar to here (Vancouver Canada). Yea, not very first time buyer friendly.
