Why were low flow, low powered, almost useless toilets ever popular?

Dropping a deuce in a bathroom that wasn't yours in the 80s was kind of sketchy ."Is it going down? Why is the water rising? Wait?! Slow down!!!!"

The concept was popular but the American toilet design was inept which is what made those toilets useless. Those designs problems were solved by the Norwegians in Scandinavia who have low-flow toilets that function perfectly.
