Fans don't cool enclosed spaces, they move air around, and produce their own heat, INCREASING the temlerature.
If you have a fan pointed right at you, or pushing heat from a heat source out of the room, or pumping colder air in from elsewhere, they can work. If they do not do this, all you did was turn on a additional source of heat.
