I thought it was going to be free

So I have been having electrical problems for quite awhile now. It was a faulty old fuse box that was in a bedroom closet in my roommate's room. Every time we had electrical problems we had to get him to flip the breakers. So I joined this supplemental insurance type company and signed up for the electrical for a very small monthly fee.
So I called them and filed a claim to get a new fuse box. I had not had electricity in my bedroom in almost a week and it was irritating.
So they sent an electrician out at a time when I was at work and my 86 year old roommate was there to let him in.
So he tells her that the box was in a place that was not safe and could be an electrical hazard. He moved it to the outside of my house and tells my roommate that the job was a lot bigger than he expected but he would take care of it for an extra $500!!!
I was at work and couldn't get phone calls and she told him that she didn't have that kind of money but she would give him $100 and he said he would keep coming back until she paid the other $400.
He did not give her any kind of receipt, contract, work order, nothing. It's her word against his that she even gave him $100 in the first place since she has no receipt.
I was livid because the company told me it was free. So I called the company and told them what happened and they said the electrician was definitely not supposed to do anything on his own like that and it should have been a completely different work order to move the box to a different location and that's what the charge was for. She said she would contact the electrician and get his side of the story. She mentioned reimbursement, receipt, work order, but she didn't make too much sense.
So I don't know anything until she gets ahold of the electrician. It could have been a lot more to move the box if I had gone through the company with a separate work order or it might only cost $100 extra to move it and he was trying to take advantage of an 86 year old lady who would have given him her last penny because she said he "looked and acted so trustworthy "
So we'll see what happens....

I'd call the cops and make a police report.
depending on where you live it might be fraud (might be a civil matter though)

anyway if he's done the work and didn't get anything signed - let him sue you

and be sure and yelp him

@Banksy83 yep, and my roommate says she " trusts everyone ".
