That's a tough choice, I loved them both, tons of replayability, but i'll go with Fallout, hands down. Especially since I had a game save mod for Fallout 3 and was able to effect amazing things.
For example, if you drag one item value over another, it replaced every instance of that item in the game. I put the Enclave soldiers in kid's outfits
