Is this stupid or not?

Some local governments in the US have barred "essential" stores, such as grocery chains or big-box retailers, from selling "nonessential" items such as clothing and toys.

Yes it's fair. While department stores that don't sell groceries are required to close, stores like Target, Walmart, Costco, etc. have an unfair advantage when they sell non-essential items in addition to food. Like what the heck? It's like the government is funneling business to some businesses while putting a chokehold on others.
