Is this stupid or not?

Some local governments in the US have barred "essential" stores, such as grocery chains or big-box retailers, from selling "nonessential" items such as clothing and toys.

I wonder what the reasoning behind this is? I would have thought toys could be a good distraction for kids whilst distancing.

@SimplyTracie definitely seems like some logical things to include have been excluded. All I can think of is that they have been deemed as not essential. Without any real consideration. This has all been cobbled together very hastily, primarily by politicians. so lots of sensible things have been overlooked. What a surprise, Not!
