No it isn't a cure as such. It is hoped to reduce symptoms etc. But much testing and verification needs to be done before you needlessly or possibly recklessly start injecting millions of people.
It isn't a cure since you apply this once someone has the virus, it's not a vaccine to stop infection.
Like hiv you can't prevent the infection getting in you can control it by essentially helping the bodies immune system cope.
