How can I fix this skin condition?

On the inner part of my right elbow, the area of skin is darker than the rest of my skin, and it tends to get irritated very easily almost from everything. Like pet hair/dander, lotions/creams, sprays, etc, makes that area itchy, bumpy, and at times red. What type of skin condition is this and how can I stop it?
