the street lights in my area have all gone out

what can you do about this? it's pitch dark out there now, i just peered out my curtains down to the streets below, i live on the 3rd floor apartment block of a 4 story building, and the street lights have al gone out of operation, none of them are on and it's 11pm at night now.....plunging the streets and neighbourhood into pitch blackness....and i'm nervous because i have to go down stairs tonight to take some refuse bags of rubbish out to the bins outside my apartment building.

why are the council letting things deteriorate around here? street lighting is essential for people's safety....especially with the kind of society we have nowadays.. anyone could be lurking around out there in the dark, lurking outside my apartment block.

i can't ring the local council because it's the weekend now....any thoughts about this?
