Yes. You can use many types of lamps.
I noticed the red glow through my hands in real sunshine, probably over fifty years ago, and always have had artificial lighting that shines right through my body including red, for winter. Incandescent lights were better, but they do waste energy. I have a whole lot of LEDs, now.
For me it's good if they're shining in a whole lot of wavelengths, including red.

It's how we kept chicken coops warm back in the 1980's when I was in elementary school
I remember the red heat lamps installed in motel and hotel showers back in the 1970’s

No- is the idea that just seeing red light, instead of white light, is better for you? I'd be kind of dubious, but it'd be easy enough to test. There's an even cheaper option than changing your lights, though: just put red lenses in your glasses (and get glasses, if you don't have them already), and you'd be good to go.

heard of it for psoriasis and arthritis, but I doubt there are any cheap commercially available lights/bulbs to provide it at the needed wavelengths (long wave, near IR)

they're usually supposed to be a very specific wavelength, so that's hard to replicate just by eye balling it.

@RedFlagElla I expect it'd be really difficult, but few things are impossible. I'd also guess that normal, commercially available lights might not be able to actually hit the exact wavelength.

then again, if I hadn't said anything there's a good chances you'd get some placebo effect help from it... so varying mileage.
