Few things could be the issue.

Yes you may have a rectal bleed but usually you will see lots of blood when you have a bowel movement or dark and tarry stools

Could be you are a bit aggressive with that toilet paper and made a minor cut or abrasion down there

You cold have hemorrhoids from pushing too hard or staying too long on that toilet surfing SW

You need to get yourself checked. Something like that unchecked can become a bigger problem down the line.

Probably just a burst blood vessel but if you notice its a regular event go see your Doc

Get to a doctor if this continues more than a couple days!

Try eating a banana everyday to soften your stools
