It is like when an abusive lover hits their partner then acts all apologetic and caring.

If they wanted to, they could easily invent another catastrophe then pretend they care about people's well being.

Pathogens can exist for long, relatively quietly, before being suddenly capable of triggering an epidemic or a pandemic.
