Are people allow to refuse vaccinations for Covid 19?

So people don’t even trust it still which I don’t blame them. Also for other people saying that people refused they think they are very selfish or inconsiderate.
Do they take your blood too?

Allowed by whom? I don't ever expect there to be a law saying you must be vaccinated, but just like you need proof of age to get into some bars, you may need proof of vaccination to get into some public places.

You've seen signs outside restaurants that say no shoes no shirt no service, right? They might require vaccines as well as shoes and shirts. And some employers may make the vaccine a condition of employment. Want to work in a nursing home? They may require you to be vaccinated. Want to work on a cruise ship? Same deal.
