That’s easy. I’d build respectable houses for the poor in the suburbs. They’d be mortgaged to the owners with an understanding of what was affordable.
The foundation would put down the amount required (a grant vs debt) so that the owners knew their current income stream could afford the mortgage just as if it was their rent.
Who would get the houses first? I’d do a lottery of the top couple students in every nearby inner city school. The winner would have to document their need so that the gift reaches the right demographic.
That’d give the family a good home in a great school district. That’d solve a lot of our ills, one by one.
