I always make a note as to why I block someone. If it's an offence of extremity (racist posting, always negative/personally offensive) they stay blocked. Otherwise I often 'forgive' and give them another chance.
@Amalgam In each profile is a box marked 'Notes' It's next to 'About Me', if that's been filled in. You can make private notes which only you can see. Very useful.
