Can this user come back (new name and photo)?

Here's a different way to ask the question:

If I see a user like this:

with NO "last user name" or "last profile image",

can this person come back with a new name and profile image?

OR...is this actually the same as

So the second one means they've been banned. I'm sure both are able to come back under different names.

@SomeMichGuy I've seen several of those, the user name is still on their post but when I click on it, it says "no longer a member of SW"

I don't remember seeing those without the names.
