Trump has done one of his typical over-reactions and whacked tariffs on Colombia because that country refused to accept flights loaded up with that Trump deems to be 'illegals' from the USA. Trump does not have jurisdiction over anything outside mainland USA or US territories (Alaska, Hawaii, etc.) and cannot tell other countries what to do.
