Should this place let users have a block list that can be shared with other users, and implemented on their accounts if they choose to?

By sharing a block list, I don't mean just the texts of the usernames you've blocked, but an actual "thing" (for lack of a better word) that you can do something with.

As in be able to block people on behalf of your friends? No, I don't think that's a good idea. Everybody be blocking everybody out of spite or jealousy which is going to cause a huge amount of unnecessary drama..
