I read about this a few years ago. They wanted to bring them back to the tundras to stamp down the earth to reduce the loss of permafrost. I'm not sure how well that will work out. I figure either some idiot would get too close and get killed or poaches would make maintaining their population nearly impossible.
Why would anyone want that?
