Why am I no longer allowed to heart a post from a member who is not here any more?

There was a person here who blocked and reacted to harass members...

I report a lot of issues to admin...

There is a new feature,
reporting a member blocks them after 3 reports

I unblocked them. And messaged admin after reported their harassment 3 times. It didn't block them when it was supposed to.

Admin resolved the report and blocks issue.
