In itself, no....but it signals the start of a new decade according to popular convention.
A decade is a period of ten years (it can start or end on any year you choose). By popular convention, a decade is calculated starting with the first year beginning with a new number in the “tens” column....i.e., the teens (2010-2019) just ended and the twenties (which will run from 2020-2029) just began.
