Yes it is. All new decades start with the '0' 2000 was the start to the new decade, 2010 start to the new decade... 2020.... 10 years in a decade 2020, 21, 22, 23, 24 , 25, 26, 27 28, 29...

In itself, no....but it signals the start of a new decade according to popular convention.
A decade is a period of ten years (it can start or end on any year you choose). By popular convention, a decade is calculated starting with the first year beginning with a new number in the “tens” column....i.e., the teens (2010-2019) just ended and the twenties (which will run from 2020-2029) just began.

No, my first decade started in 1965 and coincidently every new decade for me (because my life revolves around me, as should yours) has ended in a 5 so for me I'm half way through this decade.

I am not ruled by their calendar.
