Can someone explain the term, "He wore his pants, High Water"
I will guess it may mean, To have your pants pulled up as far as possible
Reason for the High Water reference? If one was to wade through water, your pant bottoms would not get wet?

yes, in school we used to refer to someone wearing pants too short as 'high waters'. in that case, possibly the cuffs rolled up, I suppsed with the notion that you could pull off your socks and shoes, wade a small stream and put them back on, getting to your destination relatively dry.

@dirge Urban Dictionary meaning,
pants that are unintentionally short in the hem. you can wear them in a flood and they won't get wet.
