Saw this in the California sky yesterday. What is it??

This thing kept flickering, stationary, and the visibility kept flickering off and on. I have the video if you'd like to see 🤓

I suspect it’s a weather balloon.
Used by Meteorologists to provide information on wind speeds; air temperatures; moisture in the air etc. To determine better forecasting
