Hard to say, SpaceX does a lot of launches out that way, as do other agencies. Unsure if it's a Falcon 9 rocket booster. Looks more like a capsule.
It descends slowly, landing upright on a ship, after being jettisoned.
In July that recovery ship was moved to your area for their California launches.
Who knows.
The flickering might have been sun glinting as it twisted.

I suspect it’s a weather balloon.

Mrs. Budwick watches a show called Paranormal Caught On Camera.
She controls the TV in our house.
Anyway, last night there was a segment with a thunderstorm - lightening struck a few miles away from the camera, and suddenly a dark comma shaped 'thing' shoots out of the same area the lightening struck and flies around like a balloon - all erratic.
There are strange things in the skies - that's for sure.
And, with EVERYONE having a phone on them these days, there's a lot more videos.
