Basically, you can't send someone messages repeatedly without them responding. You can only send them like 2-3 messages, and then you can't send them another message until they respond to you. Then you can send them another message.

you’ve sent them two messages and they haven’t responded. it’s a filter to keep people from spamming others who don’t want to talk to them
