The primary goal is to keep North Korea in a "continual state of war" (ie think the book 1984). To suppress citizen rights due to a greater threat (ie South Korea and USA). Instill the notion of sacrifice in order to not fall to the enemy. So basically, he needs to provoke the USA or anyone.

I think his first goal is to get to the point where he can make credible threats, rhetoric I think he just wants to bully the world into dropping sanctions, he's hungry for respect and owes his country a better way of life, he just doesn't know how to deal with people properly
