why is so hard to find a new job in January ..

I'm not sure, but I'm going to start looking for one soon. At least until I can finally get accepted to school. -_-

This time of year sucks.
Still three months until new budgets come out and if winter was hard it's unlikely folk will hire in spring.
Even agencies can't guarantee anything on a regular basis.

Everyone layed off from part time "Christmas rush" jobs is also looking for work, so you've got a lot of competition for not so many jobs.
