People of considerable means, Do you help your family and friends that have a lot less money than you?

I have family members and friends with family members that are quite wealthy. I wonder why they don't help their families. Is it because they didnt earn it? I have heard it said that giving money to a person who is wasteful by nature is like pouring sand into their hands.

I'm not a person of considerable means (trying to make ends meet for my two kids and I actually), but I look forward to the day when my 'excess' can be used to help someone else. Although I know it's not always the case, it seems more often than not that it's the fortunate ones that are least likely to help.
