cross draw from the shoulder is slow and cumbersome..
forward hip is fast and easy..

That is you want your weapon visible..
Low back below the waist isn't a bad place must be why all the non-uniform LEOs use them...

if my assailant is within a few feet of me i don't want my weapon behind my back.. for the same reason i wouldn't wear a shoulder holster, i could be rushed by my assailant and have my weapon pinned behind me or in front of me drawing across my chest from a shoulder rig..
hip carry is more practical than either of these other two positions..
shoot from the hip...
as a last resort.

Well if you can't learn that you don't always have a choice so you train for multiple scenarios. But you're a civi I can tell so it's moot.

@onestarrynight: shooting from the hip is more an expression now a days too Hun most shoot from a secondary position but it's not the hip
