Discovered this today. As if this house can get anymore decrepit. Definitely cant afford to fix whatever is going on here.

You've got water leaking behind the tile. A utilty knife to cut out the old caulk and replace it with new is the ticket i will bet.
If you choose to let it go, the wall and floor will continue to rot. Not to mention mold.
You can get what you need for around tweny dollars. And some labor.
