Housing and Jobs for the homeless... Probably need more then 5 million a year. But I would have villages of tiny houses on a parcel of unused land near the CBD and around the city. That way it would be easy to find for them. Each would get a tiny house to stay in as long as they need to. It would be safe and secure. Food would be given free, same as education for employment purposes. AAA meetings for Drug and Alcohol would be available but not mandatory.
