Can children and teenagers sense that their parents or caregivers don’t care about them?

One of the girls I knew her parents are pushovers, never punished her and suddenly they’ve been doing and she said, “My parents don’t even noticed. I can get away with anything….only frankly it’s BUGGING ME! I actually WANT my parents to be my parents and why should I pay attention to them? It is not like they care.”
She was like my parents don’t even care to punish me! I want my parents to be my MOM AND DAD. Not my friends! Wish they could have been more stricter.
