It's just a device plot. It hasn't been a very fast way to steal a car since the 1950s anyway.
The locks are always made of cheap pot metal and a couple tools could turn that ignition lock in 2 seconds.
Now that they keep using electronic methods it's even easier to just record someone's beacon signal and clone it.
