If someone appears to have an obvious mental illness or disorder but still finds ways to be positive is it right to 'awaken" them?

@Pinkstarburst as I asked the question I don't remember saying I think people with mental health issues could or couldn't be positive. I simply asked whoever reads this whether it's right for you, me, us, the world to awaken them?
