I agree on smells.
You don’t want to turn it on if it is a short circuit and then put on more of a load to the AC transformer providing power.

If it is popping and cracking then power is getting to the TV. The house circuit breaker is not detecting a current overload if there is one. Internal to the tv there would be a fuse for protection but they aren’t fool proof.
