Sometimes yes, people comment on posts from users they like or interests them. I’m not fussy though and will answer a post I like from anyone.

I do comment on specific users(my friends) but also everyones posts

I comment on my friends/circle more because my feed settings are to prioritize them.

I mean, I comment on my friends’ posts a lot but not exclusively or anything
