That's pretty astounding. You'd think there'd be someone on duty who could at least take down the information, even if they were unable to investigate it right away.

It's really upsetting but that's how the police departments operate. Unless you're under a physical assault, they take it down as a complaint report. If you're under assault, you're supposed to call 911.
It's why so many women with protective orders wind up dying at the hands of their abuser.
I love when they try to make stupid rules/laws. Reminds me of this:
