I don't think he means buying gifts for a woman friend you have a non-sexual relationship with or for a women you have no sexual interest in but want to do a nice deed for.
I think he's talking about a certain dolt of a guy who basically does this cringy ass reverse prostitution of himself. Basically hoeing out his cash and energy trying to get the cookie but is so lame he never does. It really is cringy as fuck and to be honest, speaking as a guy here with secret behind the scenes knowledge kinda comes from a misogynistic center.
