it is everyone else with tons of army bases and troops along their border that is provoking them to take such actions

I think it's about time to stop fearing Russia as "the enemy" and to start co-operating instead. They have a helluva lot to offer the world if we just stop having these "my penis/missile/fighter jet/aircraft carrier is bigger than yours" competitions.
