Don’t you think it’s rude to not answer a question you were asked?

I asked my friend how her grandmother is. She loves my questions but didn’t answer.
She did say her grandmother was sick and doesn’t look like she’s doing well. I think it’s rude she didn’t answer and she just changed the subject and asked my best friend a question about her outfit. When someone asks you a question, you answer. Duh!
