SOOOOOO confused about whether to store my photos in a cloud or a hard disk

Cloud can be accessed anywhere, through any device and even if you lose your phone or laptop, the data is still accessible.

Hard disk is cheaper in the long run, can store more data... but sometimes they get damaged or lost and it's all gone forever.
